Cascade staff have 45 years of mitigation experience in the Pacific Northwest, developing permitee-responsible mitigation (PRM), advanced mitigation, mitigation banks, Natural Resource Damage Assessment, and habitat-specific mitigation projects. We have worked in a range of different mitigation frameworks and understand the principles used in developing mitigation rules and applying those principles in unique circumstances. We are able to provide cost profiles for a range of alternatives to inform our clients’ decisions on site selection or mitigation approach.  We consider land costs, design and permitting costs and risks, and the challenges that may arise during site management and maintenance up front to avoid project failures or blown budgets.

Our experience in wetland and alternative mitigation projects include:
  • developing PRM wetland mitigation,
  •  habitat specific mitigation projects
    • indirect wetland and buffer impacts,
    • stream impacts derived from contaminated site remediation,
    • headwater stream impact incurred from mass excavation, and
  • advanced mitigation projects
Cascade monitors and manages hundreds of acres of mitigation projects – wetlands, streams, buffers, and other habitats. We work with Oregon Department of State Lands, Washington Department of Ecology, the Corps of Engineers, and directly with EPA, preparing annual reports and directly site management. For each site, we map areas of management concerns and send data or maps directly to the maintenance contractors to guide their efforts. Key to our success is being involved in all aspects of the mitigation project “feedback loop.” We select sites, design and permit projects, manage construction, and then manage and monitor the sites throughout the compliance phase, helping our clients achieve lower maintenance costs and permit compliance.
