Yoncalla Creek Mitigation Bank
yoncalla, oregon

Cascade is working with North Douglas Betterment (NDB), a local non-profit organization, to develop the Yoncalla Creek Mitigation Bank. NDB received a former mill property as a donation and plans to restore wetland conditions to portions of the former log ponds. NDB and Cascade evaluated the site and then won a competitive RFP to provide mitigation credits to the Oregon Department of State Lands to fulfill the obligations of the Department's Fee-In-Lieu program. The contract to provide credits is the first of its kind in Oregon.

Cascade’s role is to manage, design, and fulfill all necessary ecological analysis to support development and construction of the bank project; this includes conducting a wetland functions assessment, managing a Phase 2 site assessment and coordination with Oregon Department of Environmental Quality, analyzing hydrology budget, developing grading and planting plans, and developing the Mitigation Bank Instrument. The design process includes allowing for public access to the properties surrounding the bank site, which is a local point of interest with walking trails and seasonal social events. Project construction is planned for summer 2019.
