Wallooskee-Youngs Restoration Project
Astoria, OR

Cascade partnered with the Cowlitz Indian Tribe to develop a large-scale tidal wetland restoration project that created nearly 200 acres of estuarine salmon rearing habitat in the Lower Columbia River. Restoration actions included levee breaching, tidal channel excavation, tidegate removal, and aquatic and riparian habitat enhancement.

Cascade managed and coordinated all project activities with Cowlitz Tribal Staff and local, state, and federal agencies. Cascade’s tasks included ecological site assessments, obtaining necessary permits and coordinating regulatory compliance, and directing the engineering design and analyses, including producing grading and planting plans. Cascade also conducted an E
nvironmental Assessment for the project for Bonneville Power Administration and the Cowlitz Indian Tribe.​​

Additionally, Cascade managed the US Army Corps of Engineers Section 408 process and levee deauthorization process, which were required to complete the design and permitting for the levee modifications required by the project. 

Construction started August 2015 and was completed in June 2017.​
